site 采用六步制作流程，核心名称用稳定英文并邻近解释，内容、学习活动和控件默认中文。方法、主题与工具随包分发；Sites 为必需的外部制作能力，缺失时保留本地交接包并报告网页尚未完成。新站默认私有，已有站点保持身份及受众。必要答案缺失保持待答；完整窗口体验按实际宿主能力记录。

包级 Read/Write 支持 site 的明确制作行为，两入口各自遵守行为合同。使用方法与四项最小门槛见site入口和输入说明。候选不等于正式公开版本；安装、真实Sites流程、保护合并和Owner接受按任务证据分别判断。未测理解效果保持 NOT_MEASURED。
